The patch in question is not what yo are talking about. This patch enables rgba across all gtk applications without needing to patch each application you want to use it with.
It also allows theme designers and application developers control over what widgets they use transparency with and what ones they do not use it with.

Not to spoil anything, but I have this running from F11 (murrine in F12 also supports this for some applications) but it is way too slow on Intel even without the blurring. And it is not really very practical, because there is no much sense in what should be rendered as transparent and what not, making the text cryptic really. For testing you can install murrine with e transparency enabled theme and start gnome-system-monitor – it supports this. For me in this case the usability drops. It looks beautiful but it is not useful, have you notices how on those screenshots the transparent parts do not overlap text :)
Anyways, you can try it on F12, especially many XFCE apps have it enabled (most gnome apps need patching, but gnome terminal and gnome-system-monitor don’t)

GNOME is not willing to gain RGBA upstream, they’re slowing down the process so Ubuntu may have to apply patches locally.

Strange that on their new mockups there’s no semi-transparent windows…

That depends on how good FLOSS citizens the Ubuntu guys are, if they keep the patch for themselves or submit it upstream (they play nice with upstream only sometime). It obviously also depend on the quality of the patch.

try ALT+scrolling the wheel of the mouse :)
